In the BIOS, expand POWER MANAGEMENT > USB WAKE SUPPORT. Click the check ON in ENABLE USB WAKE SUPPORT. Click APPLY then EXIT. Reboot the machine.

Which means, powering off when Fast Startup is enabled must send your computer into some power state other than S4 or S5. I have no idea how that works.
