[SOLVED]: If, for some crazy reason, anyone in the future reads this and has a similar problem where they struggle to determine why Slackware 14.2 is not rendering UTF-8 characters, here's what happened -- The issue was not with toilet or figlet or the font files. The issue was what configuration files are loaded/reloaded by Slackware on reboot.
