He didn't advocate an absolute monarchy. He advocated a Sovereign whose word was final. The Sovereign need not be a monarch. This is one of the reasons why after the English Civil War, Hobbes supported Cromwell. Now, if you want to call this Sovereign a "monarch" then fine, but I think that's a bit misleading. Cromwell wasn't a monarch.
