To answer the actual question in your title: Windows CE and platforms (such as Windows Mobile) based on it always support Unicode. More below (in-line).

    May 27, 2009 · Hello All, I developed a hindi application on windows mobile 6.0 which uses hindi fonts to display.. i copied the mangal.ttf font into the device and deployed the application.. and its working fine and showing hindi characters in textboxes.. but when i am trying to display Connecting words means Conjunctions are not Displaying properly and glyph positioning is not handeled correctly..
