I enabled FCLK0 from PS to PL and connected the FCLK0_RESET_N signal to the pin that controls the ENET_RESET_N pin of the external Ethernet PHY independent of Linux but while keeping the Linux OS. This resulted in the Ethernet suddenly working just fine. I can get an IP address from the DHCP server and also ping it and ping my PC from it.
