I've spoken to AMD engineers about it, and it's definitely possible for games to send 10 bits per channel over HDMI to most TVs, which have supported 30/36/48 bit Deep Color since HDMI 1.3. And VGA, being analog, only depends on your app / windows desktop setting being set to 10-bit, plus the RAMDAC, and the SNR of your cable.

What you need to do is set resolution to HD format 1080p, set digital color format to YCbCr444 from Adjust Desktop Color Settings and playback content that supports Deep Color. BTW, this setting will change in the future as some HDTV's falsely broadcast Deep Color support even though the display doesn't support this.
