I'm not sure why, but when I view the test page on my regular Firefox profile (which dates back many years), the Arial Black line is heavy, but on a new Firefox profile it is not, regardless of font-weight. Similar result for the real page. Could be related to an add-on or non-obvious setting.

Most likely the problem is that the PDF file does not have Arial Unicode MS Bold embedded although text within the PDF file is formatted using this font and that unlike some previous versions of Microsoft Office, recent versions of Office that are compatible with Windows 10 include neither Arial Unicode MS Regular nor Arial Unicode MS Bold.
