Based on FAQ for cisco 3560, answer is NO. The Cisco Catalyst 3560-E can switch "transient" GRE tunneled traffic in hardware at wire rate, but it cannot act as a GRE tunnel endpoint. Future support of GRE tunneling in software is possible. Below is the link for your verification.

Apr 06, 2009 · Hi Chris,Both the 3550 and 3560 only support GRE tunnels in software. Now, the documentation indicates that it is not supported altogether, but the CLI does exist, and for very low volume traffic, a GRE tunnel can be configured and will function.Keep in mind that every packet going through the GRE tunnels will be CPU switched, and can lead to high CPU situations.

Is GRE support on the 3560? I will have two cisco ASA's between the 3560 and 2801 passing the GRE over IPSEC and also EIGRP traffic as well. is this possible? The plan is to route multicast PIM and multicast traffic across the GRE tunnel.

The GRE tunneling protocol is designed to handle IP multicast/broadcast packets so a dynamic routing protocol can be “run over" a GRE tunnel. GRE tunnel packets are IP unicast packets that encapsulate the original IP multicast/unicast packet.
