The 2850 BIOS doesn't support VT. Even with the server running a VT supported processor, the limitation is that the servers BIOS doesn't. The 9th generation Dell servers are the ones that started supporting Virtualization Technologies.

Dec 17, 2008 · If you check the 2850's specs you see it's capped at the 800MHz bus. If you then go to Intel and look at the Xeon comparison list you can see that the 800MHz FSB puts it in the bottom section. Taking a Core-based Xeon 5100 and an 800MHz-FSB processor and doing a comparison you can see that the old Xeon (used in the 2850) doesn't offer VT.

Dec 16, 2013 · The 2850 is a 64-bit machine, however, the processors simply do not support VT, which is required for the latest hypervisors and to run 64-bit VM's. You can use ESXi 3.5, which doesn't require VT, but it will be limited to 32-bit guests.

Sep 16, 2011 · The 2850 doesn't support Virtualization. The only 8th generation Dell server with the aility to use it is the PE6850R. The limitation is that the BIOS doesn't support VT (Virtualization Technology) which is why you see the VM staying in Start Up, but never starts.
