I'd guess that most Democrats don't know the difference between the Fair Tax and a Flat Tax and are concerned that a flat tax on income alone would leave those making less income and spending it all paying a higher proportion of income in TOTAL TAXES than the higher income person who spends a (sometimes much) smaller proportion of income on taxed consumables.
