Other carriers support MMS over WiFi like you mentioned, without WiFi Calling. In low service areas it sends fast assuming your WiFi is fast and it doesn't use your cellular data. As it is now with T-Mobile, it will switch to your LTE when you're on WiFi and it will send via LTE and then switch back to WiFi.
