FreeType has added support for color bitmaps embedded in an OpenType (sfnt) font container. In Android 4.4.2, Google has gutted the old monochrome outline AndroidEmoji.ttf font, leaving only a handful of glyphs, and is instead shipping the new NotoColorEmoji.ttf, which uses their newly-proposed color bitmap format (and has no outline glyphs).

Previously harfbuzz was built with out freetype support which meant some methods where not available, the changes below will rebuild harfbuzz after freetype to fix this issue. unfortunately you have to build harfbuzz then freetype and then harfbuzz again to achieve this.

I'm using on R 3.5.0 on Windows 10 Pro 1809, along with rayshader 0.9.0 and rgl 0.99.16 (after reinstalling from source—not the version originally installed with rayshader).

Based on the screenshots you posted, it's not just PNG that is having the issue. The phpinfo() browser output you included shows FreeType, T1Lib, XBM and PNG as all enabled and available while the command line screenshot of the result from your PHP script shows that none of those are available.
