Fresno County In-Home Supportive Services (IHSS) The In-Home Supportive Services (IHSS) program arranges for and helps pay for services to enable elderly, blind or disabled persons to live safely and independently in their own homes. The Fresno County IHSS program is considered an alternative to out-of-home care, such as nursing homes or board and care facilities.

Recipients will have to notify the Fresno IHSS program that they want to use the TTS, by calling PARCC 1-559-600-6666. When talking with a PARCC representative, the recipient will also have to provide their IHSS Case Number and choose a Recipient Authentication Number (RAN) which is similar to a PIN in order to sign up for the TTS.
