That's because the original FTP protocol only supports the lower half of the US-ASCII charset. The only extension is UTF-8 (Unicode), other charsets are not supported and the outcome is undefined.

Feb 14, 2008 · IMHO, WinSCP and FileZilla combined can make an ideal FTP/SFTP client. WinSCP supports directory synchronization, but does not support filename charset conversion; while FileZilla supports filename charset conversion, but does not support directory synchronization. If you merge your efforts, you'll make an uncomparable product.

It seems that the FTP command in Windows does not support UTF8, since it shows "question-mark in a box" for non-English characters, when I try to list files with Chinese characters in the filename. But the FileZilla FTP Client does support UTF8, and in my test I was able to both see the file and download it.

Aug 25, 2012 · Meanwhile, I can view the FTP normally through any other FTP client, even browers like Google Chrome. I think this is an issue caused by XBMC's internal FTP client. XBMC just recognizes the FTP's charset as local charset like Chinese's GBK but not UTF-8. This issue has been mentioned before but it still remained even in the latest Eden Beta 2 ...
