It seems to be a recurring grub2 behavior, in any case. Also, whether my test disk is MBR or GPT formatted, grub2-install --force /dev/sdb1 (i.e. to a partition) always fails with the above message that ext2 doesn't support embedding. It never fails embedding to a whole disk.

But it doesn’t work. It said "error: file '/boot/vmlinuz-4.11.8-2-default' not found" I have checked that the file “vmlinuz-4.11.8-2-default” is there in btrfs partition. I aware there is option “insmod btrfs”. And I suspect that Fedora’s GRUB2 cannot read BTRFS. ... But I still wonder, whether there is GRUB2 support for BTRFS, or not.
