Unicode: While HTMLDOC does support UTF-8 for “Western” languages, there is absolutely no support for languages that require dynamic rewriting or right-to-left text formatting. Basically this means you can’t use HTMLDOC to format Arabic, Chinese, Hebrew, Japanese, or other languages that are not based on latin-based alphabets that read left-to-right.

Support for UTF-8 is limited mainly to Western, Latin-alphabet-based, left-to-right-written languages. Jun 27, 2008 · You know, HTMLDOC is a good tool to complement txt2tags features, specially to break an HTML file into multiple pages. But the current version of HTMLDOC (1.8.x) has no Unicode support. When you try to use it to convert or split an UTF-8 file, all the special characters (not ASCII) will be incorrect in the resulting HTML.

htmldoc --size universal --webpage -t pdf --firstpage p1 -f test.pdf test.html renders the page well for me.
