The ability to work with the Spot Healing Brush on a 16-bit image is one of the features that works in Photoshop but not Photoshop Elements. While the Elements Editor is powerful, for full strength editing you will need the professional level product. The current versions of Photoshop Elements do have more 16-bit support than the older versions.

While it's true photoshop elements has more limited support of 16 bit/channel files than photoshop, you certainly should be able to open them without any messages. You can go to Image>Mode and click on 8 bits/channel and then all your editing tools and commands should work with the file.

Jun 17, 2019 · With image in 8-bit you would be able to access 100% of Photoshop Elements features and tools while editing but with 16 bit the editing is limited and also usage of layers. Elements does not support 16 bits for layers nor for local and detail adjustment tools.

I just upgraded to PSE 2020 and no longer find my RAW images are in 16 bit. In the prior version they were. Some edits, though not all were allowed. Now with the 2020 my files are 8 bit by default.
