I haven't upgraded to QGIS 3, but in 2.18 it's quite a hassle to get ECWs working. Basically, ECW is a proprietary format. The company offers and SDK that you can install that allows you to read ECWs, but not write them. So you can take your ECW and convert it to a GeoTIFF, for example.
