Finally I found a way to test the consequences of the is_cd flag: If I import in a flac file a small cue sheet with valid INDEX metadata, then metaflac --list shows "is CD: true" for the new flac file. And if I export this imported cue sheet out of the flac file, I get a cue sheet file with valid INDEX metadata.
