There is direct support for the Windows Xbox Controller (Not the same as an Xbox controller, although you can use hacks to allow use of a regular Xbox controller on the computer). I am not aware whether or not there are native support for other controllers; but you could easily set up a profile to ue it with Skyrim.

To use a controller in Skyrim Special Edition on PC, press [ESC] to go to the pause menu, click S ettings, and then click Gameplay.From the Gameplay settings, fill in the "Controller" box. This will enable the controller. Closing the pause menu will save the settings.

Skyrim seems to have an issue where when it detects a controller of some sort, keyboard / mouse is immediately disabled in favor of the controller. While this is fine for an Xbox controller, it renders the steam controller almost useless, as any bindings that are NOT original controller bindings (mouse, keyboard inputs, ect) will be entirely ignored.
