Available languages are found Settings -> Language & input -> Language. @0582 . When i check the IMEI you have registered with us, it looks like you have bought your phone from Hong Kong. I'm afraid it might not have Arabic language. It may be possible to download 3:rd party apps like arabic keyboard from Google Play though.
