I have a personal BlackBerry for which I have a BIS plan with Telstra ($10 per month). People at my work with 'work provided' BlackBerrys get their emails via BES. I don't think you have to activate BES. I just went into the email settings on my BlackBerry and set up the 'Mail for Exchange' settings from the information I got from our ITS people.
