If you are using the Windows 8 Mail app, you need to use accounts that support IMAP or ExchangeActiveSync email.. Microsoft will not include POP3 support in the Mail app. Their response is to configure the POP3 mail account in your Outlook.com email profile. IMAP support is in a number of domestic ISPs although it is not as generally available as Microsoft seem to think.
