I think ember < 2.0 had ie8 support. Ember 1.13.x might even still be supported by the team... 1.13 is also ember-cli compatible. I love ember and we still have apps on 1.13, which really isn't that far behind. If you ever get to drop ie8 support, the upgrade path is very doable.
