Visual Studio doesn't support GTK# development but WinForms runs on Linux & OSX too. So GTK# -> use MonoDevelop, WinForms -> use VS. No cross-platform support for WPF I am afraid. If you don't mind creating front-ends separately for each platform then a good MVVM design goes a long way and using PCL libraries are also reusable on mobile.
