Dec 24, 2011 · Shader model versions are built into your video card. If your video card doesn't support shader model 2.0 the only way to get it is to buy a new video card. Shader model 2.0 has been around for many years, if you have a newer video card try reinstalling your video drivers.

Like said, it's just a matter of having a new enough GPU. Chances are you'll need a new one, but, I don't know much about drivers, and maybe updating that would be a workaround. Shader model 2/3 is not really much to ask for a graphics card, so I imagine even if you did get it to work you'd have serious framerate issues.
