The Oracle database server authenticates the user with the authentication server using a non-SSL authentication method such as Kerberos or RADIUS. The value should be the same in both files depending on what you want to do over there ( either just SSL encryption - set it to FALSE, either SSL encryption+authentication - then set it to TRUE ).
