To actually answer your question, if your processor doesn't support hardware virtualization, you can't enable it. If you have a crappy BIOS that disables it even though the system is capable of it, I have heard of BIOS mods that allow it to be enabled. However, your CPU physically does not have the feature so you are out of luck.

Nov 14, 2019 · The UEFI BIOS in my Surface Laptop does not have an option to enable the Virtualization support that is built into the processor. Installing Hyper-V doesn't enable the processor virtualization support, I have tried, which is only done via a BIOS setting, which seems to be missing from the UEFI BIOS in my Surface Laptop.

Sounds like your processors are not compatible. You need to go back to Hyper-V 2012 R2, or replace the processor.

Mar 18, 2012 · I have a PC that runs Intel® Xeon® Processor 5130 (4M Cache, 2.00 GHz, 1333 MHz FSB). I have enabled VT, and able to install 64 bit OS. I am running esxi5 and vcenter5. Host Configured for FT says No because the host CPU does not support hardware Virtualization.

As mentioned earlier, you may look up the processor online to find out about virtualization support. Unless you know the ID of the cpu already, you need to look it up first.
