Jul 11, 2018 · We're seeing the same behavior on our network. If FIPS is enabled on a host, then the "Enabled" and "DisabledByDefault" values for TLS 1.0 are ignored, and TLS 1.0 connections are still permitted. We're seeing this behavior on Windows 10 build 1709 and Server 2012 R2 and have confirmed it in Wireshark.
