If you don't have a reason to still use the 2.4 kernel, then you should switch to the 2.6 kernel. ebtables or ebtables_filter kernel module does not load automatically with RHEL 7.3. Even when the module is loaded manually bridges were not created. Issue seen with ebtables-2.0.10-15.el7.x86_64.
